Board of Governors

The Board of Governors is collectively responsible for the proper governance of the School in accordance with the provisions of the Education Act 1996. The Board directs the affairs of the School by defining the School’s vision, mission, ethos, and values; setting goals and developing policies; and monitoring and evaluating the progress of the School. Each member of the Board contributes to robust discussions on the strategic direction and priorities of the School to promote the best interests of Mutiara’s students.

Tan Sri Dato’ Sri Liow Tiong Lai
Chairperson

Tan Sri Dato’ Sri Liow Tiong Lai served as the Health Minister of Malaysia from 2008 to 2013 and then Transport Minister of Malaysia from 2014 to 2018. He was also the tenth MCA President from 2013 to 2018.

Since 1990s, Tan Sri Liow was actively involved in Tunku Abdul Rahman College (TARC) and first joined as a council member in 2011. In his capacity as a minister in the Malaysian Cabinet, Tan Sri Liow was instrumental in promoting the upgrading of TARC to a university college (TAR UC) which was established in 2012.

To facilitate the establishment and management of the TAR UC, the TARC Education Foundation was incorporated in 2013 with Tan Sri Liow being appointed as the first chairman of its Board of Trustees.

In 2014 Tan Sri Liow was officially elected the first Chairman of the TAR UC’s Board of Governors. He led a series of TAR UC’s development plans which aimed to bring education into communities and provide high-quality education for the people.

On April 12, 2022, under the leadership of Tan Sri Liow, TAR UC received the approval to be upgraded to a university, and be renamed Tunku Abdul Rahman University of Management and Technology (TAR UMT). With the upgrading, TAR UMT formulated a 10-year roadmap, striving to seek all-round improvements to create an excellent learning environment for the students.

Tan Sri Liow was officially named the first Chairman of the TAR UMT’s Board of Governors in February 2023. He was conferred a Honorary Doctor in Public Health by the Campbell University, North Carolina in 2019.

 Datuk Kenneth Luis
Member

Datuk Kenneth Luis graduated from the University of Malaya with a BEc (Hons) in 1975. Upon graduation he joined the Administrative and Diplomatic Service and has served in the Ministry of Lands and Regional Development, the Ministry of Finance, the Ministry of Trade and Industry and the Ministry of Education. As Undersecretary of the International Relations Division in the Ministry of Education as well as the Secretary General of the Malaysian National Commission to the United Nations Educational Scientific and Cultural Organisation (UNESCO) he was actively involved in enhancing bilateral and multilateral relations in UNESCO, the Commonwealth, Southeast Asian Ministers of Education Organisation (SEAMEO), Organisation of Islamic Conference (OIC), Asia Pacific Economic Conference (APEC) and Association of Southeast Asian Nations (ASEAN). His career in the public service culminated with his appointment as the Malaysian Ambassador / Permanent Delegate to UNESCO, Paris where he served for three and a half years. He retired from the civil service in July 2010.

Currently Datuk Kenneth is the Deputy Secretary General of the United Nations Association, Malaysia (UNAM) a NGO, and an Executive Committee Member of the World Federation of United Nations Association (WFUNA) based in Geneva. He is also very much engaged with Malaysian youths in institutions of higher learning implementing outreach programmes on the UN agenda for peace, security and development through the UNAM Youth Chapters.

He was conferred the Datukship by the Governor of Malacca in 2008. He was also awarded the Diploma of Honour by the Permanent Delegates’ Club of UNESCO in June 2010.

Datin Dr Raja Mazuin Raja Abdul Aziz

YM Datin Dr Hjh Raja Mazuin bte Raja Abd. Aziz is a veteran in the education sector having been with the Malaysian Ministry of Education (MOE) for 39 years. She has had multiple posts at the MOE throughout her tenure which has led to a holistic knowledge of curriculum and educational instructions. She was the Head of Quality Management and Integrity Unit at the Institute of Teacher Education Malaysia, International Languages Campus, KL before she retired on 7th April 2021. She has served professionally as a senior lecturer, master trainer, Subject Matter Expert and consultant to various agencies. A lead auditor since 2004, she played a significant role in producing ISO manuals and auditing matters for Institute of Teacher Education Malaysia.

At the national level, YM Datin Dr Hjh Raja Mazuin was a member of the English Language Quality and Standards Council Malaysia and was involved in the National transformation program for Teacher Education Malaysia and also the Malaysia Technical Corporation Programme (MTCP) as she has vast experience in planning, implementing, coordinating and managing national and international Teacher Education and Professional Training programs. Her last stint before retirement was her involvement in setting up the Masters Program for teacher education in Malaysia which was endorsed by MOE in 2023 and producing the Industrial Skills Framework document for the Higher Education Industry 2021 published by the Ministry of Human Resources, Malaysia.

She was actively involved in the Malaysian English Language Teaching Association (MELTA) where she held various positions from being a committee member in the Training Bureau to Treasurer, Honorary Secretary also the Vice-President till 2020. She is currently a member of the Board of Governors of Mutiara International Grammar School (MIGS), KL.

Datuk Yee Kong Fatt
Member

Datuk Yee Kong Fatt started his career in Malaysian Resources Corporation Berhad (MRCB) as a project coordinator. During his remarkable 15-year tenure, Datuk Yee was entrusted with a diverse portfolio of projects, spanning civil and building, low-rise and high-rise structures, commercial and industrial ventures, residential complexes, and mixed-use developments.

In 2008, Datuk Yee in collaboration with Tan Sri Syed Alman Syed Ibrahim started Weststar Construction Sdn Bhd. During his tenure at Weststar Construction, Datuk Yee demonstrated exceptional leadership, successfully overseeing construction projects valued at over a billion. These projects ranged from hangars, private and government developments to challenging abandoned projects, offices, showrooms, and more. His unparalleled project management skills played a pivotal role in fostering the company’s growth within the industry. Currently, Datuk Yee holds the esteemed position of Managing Director at Weststar Construction, UkayBuilders and Asset1.

In 2021, Datuk Yee embarked on a new venture, together with Mega First Corporation Berhad to acquire the former ISKL property in Ampang, Selangor which was completed in August 2022. The property is being refurbished to convert it into a neighborhood mall with education, sports and recreational center to be known as “The Campus”.

The acquisition of Mutiara International Grammar School, adjacent to the former ISKL property will provide synergy for The Campus to grow into a one stop neighborhood mall complete with education and recreational center.

 

Mohd Sofiyuddin Ahmad Tabrani

Mohd Sofiyuddin Ahmad Tabrani was called to the Malaysian Bar in 2002 and is currently a Partner in the Chairman’s Office of Zaid Ibrahim & Co.(a member of ZICO Law). Sofiyuddin regularly advises Government ministries and agencies as well as private corporations on matters relating to law reform, good regulatory practices (GRP), Islamic banking & finance, mergers & acquisitions, governance, compliance and company secretarial matters. His international portfolio has included managing ZICO Law’s country offices in Thailand and Myanmar. He also sits on several subsidiaries of ZICO Holdings Inc., which is an integrated provider of multidisciplinary professional services. In addition, Mr. Sofiyuddin is a board member of the Malaysian Investment and Development Authority (MIDA) and was previously a director of the Malaysia Productivity Corporation (MPC), both being Government appointments as a representative of the private sector. As a Parent Governor, he would like to contribute his knowledge and expertise in policy development, strategic planning, curriculum development, technology and financing to further the mission of the School and ensuring the best of students outcome.
